Economic output is measured using the number of those involved from the sector and the extent of financing by the sector. Spin-offs such as patents, private companies etc. will result from these sector parties in particular, and will lead to an increase in business activity. A separate milestone has been set for thematic financing. A form of financing whereby the social question is articulated, and is financed at that level: thematic financing. An important step in the development where those presenting the issue and the co-financer tend to act on the basis of the actual problem, and the way in which the research is implemented delegates the programme. Important initial successes have in the meantime been achieved by the Department of Transport, Public Works and Water Management.
